The blocks were exactly what I ordered and came with the instruction book. I was a little disappointed that they did not come in original box but at least they were individually wrapped and numbered.

Yes, the set does come with the power functions. It includes the motorized components needed to power it up.
However, please note that this is a third-party brand and not made by LEGO, so the bricks will not have the LEGO logo on them.
